CO2 dependent toll - changes

It is planned to have an additional CO2 surcharge per km in Europe.

The starting date in Germany is planned for 01.12.2023.

The starting date in Austria planned for 01.01.2024.

The Directive (EU) 2022/362 is in effect since 24.03.2022, with a 24-month period for the EU member states to implement and translate into national law.

The EU Target is to reduce the CO2 Emissions from road traffic by 30% by 2030 (compared to 2005).

What will change for German / Austrian Toll users?

The plan for Germany is to add a CO2-surcharge in the current Toll price per km.

In Germany, this will initially only apply to vehicles weighing 7,5 t or more, Vehicles from 3,5t to 7,5t are planned to be included in the same scheme in 2024.

How it will be classified?

Vehicles will be split into 5 CO2 Classes. By default, all vehicles will be assigned class 1.

For classes between 2 to 5, additional data/registration will be have to be provided so that the applicable CO2 class is being assigned to the vehicle and the respective

lower tolls are applied.

Using a bp/Aral toll solution, you can provide the required data through your existing customer portal and as long as your vehicle is eligible for the reduced toll-charges such reduction should be applied by the toll operator. The provided information will then be sent to authorities for the calculation of your toll charge.

By using the calculator which you find on our website you can evaluate if your vehicle is eligible for a lower CO2 - class.

What if I do nothing whilst my vehicle is eligible?

Your vehicle will be placed into default Class1 toll band (and pay the highest toll).

5 CO2 classses

  1. All Vehicles that do not belong to any other CO2 class (2-5)

  2. 5% to 8% below CO2 reduction curve

  3. 8% to 50% below CO2 reduction curve

  4. More than 50% below CO2 reduction curve

  5. Heavy duty vehicle without combustion engine, or <1g CO2/km

All classes of vehicles which are currently subject to tolls, are automatically in CO2 Class 1. The additional CO2 surcharge can be reduced from Standard CO2

Class 1 only for vehicles registered after 07.2019.

How to provide the required data for CO2-classification of your vehicles?

You need to provide additional data and vehicle documents to provide evidence of the CO2 emissions of your vehicles.

You can enter these data and upload required documents into the bp / ARAL EETS Web Portal.

Bp/Aral will automatically forward this information to local toll authorities so that your vehicles are being classified and the respective CO2-class is being applied.

The required data you will have to provide is:

  • Engine characteristics (e.g. Diesel Combustion engine),

  • F1 (not F2 - maximum technically permissible laden mass),

  • CO2 Emissions g/tkm,

  • Cabin type (e.g. with or without sleeper cab),

  • Engine power kW,

  • Initial vehicle registration date,

  • Axle configuration,

  • Vehicle class and group (e.g. Tractor or Rigid Lorry).
